Success and failure in foster family care in the actual context of Romania

Abstract:

The purpose of this study is to assess the progress of family placement services at professional foster carers toward the national objectives of the government reform in the field of protection and promotion of the rights of children and family in Romania. The research was exhaustive, on populations, cohorts of children from two county communities, nonequivalent in implementing the reform. The research design was a retrospective longitudinal one and the investigation strategy was evaluation research focused on outcomes through the analysis of administrative data of public interest. In the context of the same social policy and single national strategy, the decisions made at county level have determined different outcomes of the professional foster family care. There are discrepancies between the goals declared by the government and the final realities from each analyzed community.
