Abstract:
This article addresses the growing need for resilient public institutions capable of responding to complex global challenges, including pandemics, climate change, and infrastructure failures. It contributes to interdisciplinary scholarship by integrating perspectives from public governance, risk management, architecture, and engineering. The study aims to examine how risk-based approaches combined with architectural and engineering frameworks can strengthen the resilience of public institutions. The research adopts a qualitative design based on the analysis of secondary data drawn from academic literature and policy reports. Thematic analysis was used to identify key patterns and resilience-building mechanisms. The findings demonstrate that adaptive governance, effective coordination, knowledge sharing, and technological integration are essential for institutional resilience. Institutions characterized by flexible decision-making processes are better able to maintain operations and respond effectively during crises. The study also highlights the importance of cooperation among different levels of government in ensuring service continuity and improving crisis response capacity. Risk-based governance frameworks were found to play a central role in risk identification, assessment, mitigation, and response planning, while proactive risk management proved more effective than traditional reactive approaches. Infrastructure resilience emerged as another critical factor, with robust physical systems supporting faster recovery from disruptions. Engineering tools such as risk modeling and simulation help identify vulnerabilities and improve preparedness. In addition, infrastructure redundancy, including backup systems, enhances institutional reliability, while smart technologies and digital platforms improve real-time monitoring and crisis coordination. Overall, the study proposes an integrated framework linking governance, risk management, and infrastructure resilience to support the development of resilient public institutions.
